President Joe Biden used his infamous whisper to declare his Inflation Reduction Act 'is working' but his one-year anniversary celebration has been overshadowed by his own handling of the Hawaii wildfires, Donald Trump's latest indictment and the absence of Senator Joe Manchin.

In a packed event in the East Room at the White House, Biden claimed his law increased the number of jobs, decreased the inflation rate, and cut the deficit. He even got in an ice cream reference.

'I'm not here to declare victory on the economy,' he said. 'We have more work to do.'

And he made what is becoming a signature move. He leaned down to the microphone to whisper to make his point, declaring Bideneconomics 'is working.'

Biden and his cabinet have fanned out to tout the benefits of the $1.2 trillion social services law that gave consumers incentives to go green, expanded Obamacare and asked the wealthy - along with corporations - to pick up the tab.

But instead, the White House has had to push back on criticism Biden hasn't adequately addressed the wildfires in Maui, which have devastated the island and killed at least 106 people. Additionally, Trump was indicted Monday for the fourth time, which brings a total of 91 charges against the former president and took attention away from Biden.

Finally, Biden's celebration in the East Room at the White House on Wednesday had one conspicious absence: Democratic Senator Joe Manchin, a key player in getting the legislation passed.

Manchin helped write and name the bill but stayed away as Democrats cheered Biden on during his remarks.

The East Room was packed with Democratic lawmakers and representatives from groups and corporations that backed the legislation.

And Biden was in a celebratory mood, bringing up his favorite dessert: 'I wanna say one thing to your children. I know some really great ice cream places around here and daddy owes you, so talk to me afterwards.'

He ended his marks with a trademark shout into the mic about how there was nothing America can't do when it puts it mind to it. The friendly crowd gave him a standing ovation while Biden saluted them and raised his fist in victory.

Ahead of the president's remarks, Speaker Emerita Nancy Pelosi and Senate Majority Leader Chuck Schumer took to the stage to praise Biden.

'At a time when our thoughts and prayers are with the people of Maui,' Pelosi said, 'there's no more urgent task than saving our planet. This is not new to our president.'

Schumer noted Pelosi had many Democratic House members with her at the event while he only had one senator: Ed Markey of Massachusetts.

But he praised Joe Manchin - and other Democratic senators - in his remarks.

'I have to give credit to every one of my 57 colleagues with the Senate caucus - from Bernie Sanders to Joe Manchin. We had only 50 votes and we needed every single one of them.'

Manchin co-sponsored the legislation along with Schumer. He was at the White House when the bill was signed into law so his absence on Wednesday was notable.

Relations between the West Virginia senator and the Biden administration are said to be tense amid speculation Manchin could launch a third-party presidential bid next year.

He's also said he's thinking of switching his party affiliation from 'Democrat' to 'independent.'
